What i want to do is to connect to tightVNC on 192.168.1.169 from another pc external from my LAN and connected to the internet (of course). This is the first time I am using open source software and so far I am liking it. However, I am having a difficult time setting up the vpn. The only info I have is what I used in my previous OS system (Windows) is the IP address, username and password. I also have the vnc server address. The PC I want to connect to has a Windows OS system.

If you implement a VPN then that gives your remote system a secured channel to your LAN, and then it's OK to use VNC - as long as the VNC connection is established over the VPN link. Now you're using the VPN to provide a level of authentication that VNC lacks.
